A System Requirement Report on national level requirements for data collection and sharing mechanisms for fisheries co-management in Cambodia

FAO recently commissioned the STREAM Initiative to prepare a System Requirement Report on national level requirements for data collection and sharing mechanisms for fisheries co-management for Cambodia. The report presents the findings from a literature review, workshops, group and individual interviews conducted by STREAM in Cambodia during November and December 2003. It provides a broad picture of the range of data and information requirements that exists, typically available manpower, resources and institutional capacity, structure and operations of co-managed fisheries, existing and potentially appropriate data collection tools, sources and methods, existing data storage and processing methods, requirements and opportunities for data and information sharing, and lessons and  experiences of previous or existing attempts to develop data collection and sharing mechanisms.

To facilitate the establishment and development of Community Fisheries and support and monitor their activities, the Cambodian Department of Fisheries was authorized to establish a Community Fisheries Development Office (CFDO). This document details the Strategic Plan for the CFDO in the Department of Fisheries (DoF) based on its mandate.

 

An Examination of the Community Fisheries Sub-Decree in Cambodia: Changes and Developments during the Drafting Process

This study examines the development of the Government of Cambodia Community Fisheries Sub-Decree from its promulgation in late 2000 through the process of drafting up to June 2002 (some 25 drafts). The drafting process involved community meetings; NGOs contributed their knowledge and expertise, and then, with these consultations in mind, thereafter, the newly-formed Community Fisheries Development Office (CFDO) in the Department of Fisheries (DoF) interacted with the Council of Ministers over the sub-decree. The sub-decree is still at the drafting stage but has now completed its passage through the Council of Ministers. The Director of Fisheries expects that it will be signed off by the Prime Minister early in the new year. A second report covering the period July 2002 to finalisation of the sub-decree will be prepared in due course.

Supporting the Planning of a Community Fisheries Monitoring and Evaluation Database in Cambodia

A significant development problem within the fisheries sector is the effectiveness of mechanisms for collecting and sharing data and the validity of the usefulness of the data collected. This report illustrates the development of pilot data collection, sharing and interrogation mechanisms for key information in support of co-management, identifying information requirements and procedures for the translation and sharing of information between relevant stakeholders.

As the Cambodian government begins to work more closely with local aquatic resources managers from poor rural communities, increased attention is being paid to the use of communication strategies and tools. In particular, the newly established Community Fisheries Development Office (CFDO) of the Department of Fisheries (DoF) is seeking mechanisms to share information about aquatic resources co-management practices and the livelihoods of people who depend upon the resources.

The aim of this report is to identify and recommend methods of communication that are appropriate to aquatic resources management stakeholders, focusing in particular on poor rural communities.

STREAM Cambodia and SCALE (2002) Reports of sustainable livelihood studies carried out in three provinces of Cambodia in 2002 - Kampong Chhnang, Kandal and Kratie.

The studies were completed under a NACA STREAM Accountable Grant to SCALE and CFDO (DoF Cambodia) during 2002.

Two municipalities in each of the three provinces were surveyed by provincial teams trained in participatory approaches and a sustainable livelihoods framework.
