The STREAM Country Office is located at the Sustainable Aquaculture for Poverty Alleviation (SAPA) Office at the Ministry of Fisheries in Hanoi. Dr Le Thanh Luu is the National Coordinator for STREAM. He is responsible for the management of the Country Office and the development and maintenance of a national network of stakeholders in Vietnam. A full-time Communications Hub Manager links Internet resources with the network on the ground, providing a voice for local people, linking with other national communication hubs and the Regional Office in Bangkok. The national team is to be supported by a VSO placement. The National Coordinator's and Hub Manager's tasks include the development and annual update of the Country Strategy Paper; building a network of partners with a stakeholding in aquatic resource management in the context of poverty alleviation; liaising with partners; eliciting STREAM Journal articles from partners; and contributing to regular regional web-based conferencing. What is a Country Strategy Paper? In each country where STREAM operates, a Country Strategy Paper (CSP) is prepared in consultation with a range of national stakeholders, and with support from the STREAM Regional Office in Bangkok. A CSP identifies relevant national poverty and aquatic resources issues, examines policy and institutional environments, establishes key objectives, proposes implementation approaches, highlights partnerships with national and regional stakeholders, and provides a basis for seeking financial support and resources from STREAM, its partners and other sources. A CSP should remain valid for three to five years. The CSP, and the process and practice to develop it, will be reviewed and revised as circumstances change and learning takes place. The CSP will act as a guiding framework, enabling STREAM Country Offices and the Regional Office to make more detailed action plans so that the STREAM Initiative focuses its efforts to achieve its purpose and outputs around the themes of livelihoods, institutions, policy and communications. June 2004 Market Chain and Livelihoods Analysis Workshop Conducted in Vietnam under EC-PREP STREAM Vietnam, NACA, the Research Institute for Aquaculture No 1 and FAO recently co-hosted a 24-participant Workshop on Market Chain and Livelihoods Analysis, facilitated by William Savage and Michael Phillips in Hue City from 10-14 May, as part of the European Community’s Poverty Reduction Effectiveness Program (EC-PREP) project. The workshop developed a six-stage process for the analysis. Following the workshop, contracts for services were signed with team leaders of Ca Mau and Thua Thien Hue provinces, where fieldwork has now been started. From 6-9 June, the STREAM Vietnam Communications Hub Manager went to Ca Mau on the first monitoring mission. The Ministry of Fisheries (MOFI) in Hanoi has announced that it wishes to provide funds for the Sustainable Aquaculture for Poverty Alleviation (SAPA) initiative, specifically to build on the work conducted by STREAM in Vietnam. This will involve the livelihoods teams trained by STREAM and comprising DOF and DARD staff at the provincial level and the provincial Vietnamese Women's' Union. The first stage of the GoV support will build on the livelihood analyses conducted with Dan Tien, Phuong Tien communes of Thai Nguyen province, Ta Long, A Tuc of Quang Tri and my Thanh Dong, Thuan Nghia Hoa of Long An and aims to develop proposals based on peoples livelihood objectives. STREAM and MOFI are seeking additional government and donor funds to carry this work forwards. June 2003 Stakeholders met to discuss Vietnam Country Strategy in Hanoi The STREAM Vietnam National Stakeholder Workshop was held in Hanoi on the 18th and 19th of june 2003. The workshop was an integral component of the STREAM Vietnam planning process. The main objectives for the workshop were to familiarise stakeholders with the STREAM Initiative and its Country Strategy Paper (CSP) process; and to discuss with key stakeholders a draft list of priority areas and approaches for the CSP. The workshop commenced with two overviews of STREAM's work: a STREAM Regional Overview, which outlined STREAM's main operations in the region; and a STREAM Vietnam Overview which outlined STREAM's operational focus in Vietnam. These overviews contextualised the workshop. During the workshop, participants were presented with a set of Priority Areas and Approaches (PAAs) which have been developed as part of the STREAM Vietnam strategic planning process. Participants were invited to consider these PAAs in relation to their own areas of expertise, knowledge and experience and to offer feedback which would help STREAM Vietnam further develop the CSP. The feedback gained from the national stakeholders in this workshop has been informative and constructive, and will help ensure that the work conducted by STREAM will complement work already being done by the Government of Vietnam and other local, national and international institutions and organisations to improve the lives of fishers and farmers. June 2004 Vietnam and Philippines Publish Country Strategy Papers STREAM Vietnam and STREAM Philippines have both just produced their Country Strategy Papers (CSPs). Prepared in consultation with a range of national stakeholders, the CSPs identify relevant national poverty and aquatic resources issues, examine policy and institutional environments, establish key objectives, propose implementation approaches and highlight partnerships with national and regional stakeholders. The CSPs are available to download from the STREAM Virtual Library at Vietnam Page. Information Access Survey In each of the countries where STREAM operates, an Information Access Survey (IAS) is carried out. The aim of the IAS is to identify and recommend means of communication that are appropriate to aquatic resources management stakeholders, focusing in particular on poor rural communities. This is done through consultations with a range of stakeholders, field studies and other communications-oriented research. The consultations and field studies typically consist of one-to-one interviews, group discussions, and participatory rural appraisal activities which focus on communications-related issues to identify how poor rural communities address their information needs. Vietnam Information Access Survey Published In each of the countries where STREAM operates, an Information Access Survey (IAS) is researched and published. STREAM Vietnam has just produced its Information Access Survey to identify and recommend means of communication that are appropriate to aquatic resources management stakeholders, focusing in particular on poor rural communities. This was done through consultations with a range of stakeholders, field studies and other communications-oriented research. The consultations and field studies included one-to-one interviews, group discussions and participatory rural appraisal activities, which focused on communications-related issues to identify how poor rural communities address their information needs. November 2003 STREAM conducts an Information Access Survey Nguyen Song Ha and Malene Felsing are conducting an Information Access Survey in Vietnam. It focuses on Long An , Quang Tri and Thai Nguyen provinces, and aims to provide a profile of the main stakeholders within the aquatic resources and fisheries sectors, describes their access to information, communication within and between organizations and with communities. The report should be available by January and will be downloadable from the Virtual Library under "Vietnam" and "Communications".
